What Does "1 in 3.5 Odds" Actually Mean?

It means roughly 1 out of every 3.5 tickets in the print run is a winning ticket at *some* prize level — often just a break-even prize equal to the ticket price.

It does **not** mean you have a 1-in-3.5 chance of a big prize, and it does **not** change based on how many tickets have already been sold.
